DIGITAL FINANCIAL LITERACY PROGRAMME (DFLP)

“This programme is designed to provide digital financial education to the adult population, including teachers and students, with a special emphasis on cybersecurity and safe digital transactions.”

India has witnessed one of the fastest transitions to a digital economy in the world, with UPI, mobile banking, digital wallets, and online lending platforms becoming part of everyday financial life for millions of citizens. While this shift has made financial transactions faster and more accessible, it has also exposed a large section of the population — particularly first-time digital users, senior citizens, and those in semi-urban and rural areas — to a growing range of cyber frauds such as phishing, fake KYC calls, OTP-sharing scams, unauthorized UPI transactions, and fraudulent lending apps. As digital transactions become the default mode of banking and payments, it is essential for every citizen to not only know how to transact digitally but also how to do so safely.

Awareness of common fraud patterns, safe practices for passwords and OTPs, secure use of banking apps, and knowledge of grievance redressal mechanisms are now as fundamental to financial well-being as traditional money-management skills. To address this growing need, NCFE has introduced the Digital Financial Literacy Programme (DFLP), a targeted initiative aimed at building digital financial confidence and cyber-safety awareness among the adult population (18+ years), including teachers and students. Unlike programmes focused on foundational financial concepts, DFLP is purpose-built to bridge the gap between digital adoption and digital safety — ensuring that as more Indians move online for their financial needs, they do so with the knowledge to protect themselves from fraud and misuse.

Through simple, relatable, real-life examples and demonstrations, DFLP empowers participants to recognize red flags in digital transactions, adopt secure practices in their everyday banking, and know where and how to report cyber fraud or seek grievance redressal. By strengthening digital trust at the grassroots level, DFLP plays a vital role in NCFE’s broader mission of building a financially aware and digitally secure India.
